Are any of the races that are within the Expanded psionics handbook allowed
In particular, The Elan?

None are currently available. check with wes as to whether they will be in the near future.

Are they humans who've had a mind-wipe and an upgrade? Is the human soul evicted or extinguished and an alien one put in its place? To what real purpose or end do these things do this? Too many icky questions and hidden agendas - even worse than being Fey :P .

I don't even like half-giants from EPH…
